Emily Mendrala, Executive Director at the Center for Democracy in the Americas, spoke about recent changes in US policy toward Cuba as part of a panel on Cuba hosted by the Inter-American Dialogue. “Two years of rapid progress toward normalization prove that the U.S. and Cuban government can cooperate, and that their cooperation can bear fruit,” said Mendrala.
